Kyle Cook recently gave the following explanation:

This is what I did step for step.

Add a text section directly above where you want the link to scroll to and give it the following content <div id=\"your-id\"></div>. You can replace your-id with whatever you want to be descriptive. For example on my page I called it extra-testimonials since I used that section to link to extra testimonials.
1. Technically this section will show up in the Podia editor, but when you publish your page it should not show up on the actual page. You can change the text color to be the same as the background color, though (as shown in the video), if you are worried about it potentially showing up if Podia changes how things work behind the scenes.
Anywhere you have a link that you want to go to this new section of your page make the link say #your-id. Just make sure the your-id portion is exactly the same as the id you used in the first section.

That should be all you need to do. Now your link should scroll the user to the section of the page you want and it should also keep all the query parameters in your URL.
